I IS INCIDENT

An incident may be an accident or a near miss (accidents without the pain of personal injury or damage). Near misses are sometimes reportable under RIDDOR 95 (eg unintentional collapse).

They provide an opportunity to learn how difficult accidents are to predict. To risk-assess a hazard scenario is to predict the improbable mix of events which will need to be present for an accident to occur. Then take steps to eliminate or reduce the risk if this occurring.
